CHEN Yin is the director general of the Department of International Cooperation, Ministry of Industry and Information Technology in China. He holds a DBA from the Hong Kong Polytechnic University. During his New World Fellowship, he will research American telecommunications policies in the Internet age.
SUN Xiaobing is the director of the Department of Policy and Regulation at the Ministry of Education of China. He holds a D.Ed. from the Central China Normal University. While at the Ash Center, he will research university system reforms in China with a particular focus on its world significance, and its historical, political, economic, and educational system reform background.
